ExtensionMetadataGenerator has two issues in it:

1. Ever since moving to dotnet common artifacts, it has not been packaging its runtime assemblies for .netstandard.
   • Need to fix packaging to include runtime assemblies.
2. ExtensionMetadataGenerator.Console was updated to .net6 a while back, but it is being force-built as .netcoreapp2.0.
   • We should correct this and package the tool as .net6
