[DOCS] add how to add new generators #557

Description
We've had alot of generators now but never added a way to make it easier for contributors to add new generators.
This should include:
- the template for adding the generator name to the navbar
- how to make the tool tip work
- how to make the content work
- where to create the generator folder
- where to call the generator for it to work
- where to call and add the event listener
- how to get the elements to call in the pages folder
- functions that all pages will use depending on if the generator needs a result page or if it does not
