🤔 [ISSUE] - attachment block min quick replies

Description

We can notice that for the attachment block quick replies we can add quick replies but we cannot remove them all from the UI

Reproduction steps

1. Go to Visual Editor
2. Create a new attachment block 
3. Edit the block > third tab named Message
4. Add quick replies 
5. Try to remove added quick replies
6. Observe the issue
