Raw numbers are hard to compare at a glance. If each number (or the corresponding cell's background) were colored in a scale (say, red to green) the table would be able to convey its information more effectively.
Not sure about what color scale would be appropriate considering contrast/printing concerns, color blindness, etc., but certainly tools like ColorBrewer can help.
