Podman support

Most of our quickstart setup right now largely assumes folks are using Docker. This issue would capture the effort involved in also supporting Podman.

Off the top of my head, some things that would likely be problematic would include:

• Docker Mac Net Connect for macOS https://github.com/chipmk/docker-mac-net-connect currently only supports Docker right now
• maybe some issues with our usage of MetalLB

I would be hopeful we'd see minimal or zero changes to our docs to support Podman

• Verify Podman works with our current quickstart install scripts on Linux
• Patch Docker Mac Net Connect to add support for Podman
• Verify Podman works with quickstart on macOS (blocked by above)
