[Feature request] Support consul as backend database

I have a homelab running nomad with consul, using lnstor (Piraeus) for storage. Since linstor already supports etcd as a backend database, I had thought it should be fairly straightforward to add consul support as well. This would allow a fully redundant nomad/consul-only deployment.
