[1.16.5] World Guard pvp flag

Concerned mod / plugin : mine mine nomi any version and worldguard

Steps to Reproduce :

1. do a region using worldedit
2. flag pvp off
3. abilities of mine mine no mi mod do damage yet, you can press r to open abilities gui and bind them, for use press left alt and you change to the hotbar. Just eat a devilfruit for example gomu gomu no mi and you will get the abilities

Description of issue : Flag of pvp off doesnt work when abilities of mmnm are used for attack another player, they ignore the flag. I saw other hybrids got this fixed idk how tbh, I hope this is able to fix as well in mohist
