Release a Core package that doesn't install the app_plugins folder

Core package is needed for a solution with multiple projects. Otherwice it creates in every project a app_plugin folder that is not really needed

Thx for the suggestion

We have mostly used this in a rather simple way, without the need to split the frontend-assets.

I guess it should be possible to look into some other packages, to see how they have done it
