Shove all the configuration adjustments into a package

Right now, configuration adjustments are just manually done while building the image. Ideally, these files would all be provided by some plebian-configs package, so we can update them as time goes on without requiring manual intervention from users.

1. Figure out how to make a package for all of these
2. Figure out what the best way is to have people install that new package without manual intervention, or if manual intervention is needed, make sure it's part of some plebian meta package people are just advised to install
3. Figure out how to deal with old non-packaged config files conflicting with the packaged ones.
