migrationsの最新バージョンより1つ下ならupgrade可能。

sudo /usr/local/bin/flask db history
hogehoge -> fugafuga (head), empty message
piyopiyo -> hogehoge

select * from alembic_version;
+--------------+
| version_num  |
+--------------+
| hogehoge |
+--------------+
