@Crusherbolt The COPYING file is synonymous with the LICENSE file. A project typically needs one or the other at the root directory of a project.
The instructions for the standard license header are found at the bottom of the COPYING file. I believe what you have proposed in the LICENSE file is a correct example of a bash standard license header, but it would need to be applied at the top of the three scripts (hwtest.sh, hwtestlanproprietary.sh, and hwtestproprietary.sh) instead of a new LICENSE file.
The copyright year would be either 2017-2019 or 2017-2024.
Add the license header information according to the instructions in the last section of the license: https://www.gnu.org/licenses/agpl-3.0.html
