Provide better tools to inspect function GUID creation in WARP

What is the feature you'd like to have?
Provide a set of easy tools to inspect how a function GUID was created. This would help users understand why a function GUID does not match given a set of functions they believe to be identical.

With the addition of the render layer API we could highlight or remove instructions from the IL that will be masked. I think this is a pretty elegant solution to this issue.

And as a side effect we will get better and more usable API's surrounding InstructionTextToken in the Rust API.
