Support variable length action trees

Context

We currently use a fixed action tree depth of 4. After discussion with @XuyangSong, we agree that it would be elegant to have dynamic action tree depths per action. The depth would be the minimal depth to support the number of resources inside the action.

Scope

Refactor the PA code accordingly and in sync with the changes in the arm-risc0 repo
