We're starting to see this. Likely introduced in a recent change?

Error when evaluating 'strategy' for job 'comment-on-prs'. canonical/operator-workflows/.github/workflows/comment.yaml@main (Line: 62, Col: 19): Matrix vector 'artifact' does not contain any values

Yes, @addyess is working on a fix for this issue in #559
