Update the Calendar Weather Forecast for consistency

It was found while testing for a customer that the Forecast is inconsistent across the various Calendar types. Some Calendar Types show the Low first, followed by the High, some show the High first, followed by the Low, and one shows only the High for the day. See examples below:

This case is being opened to make this consistent across all calendar types. We would like to make it so that each shows the High first followed by the Low.

Due to width restrictions that can occur with the agenda-horizontal view, keep only displaying highs in this style. For all other calendar options, present High value, then Low value for consistency.

Note from the customer. The individual blocks will contract to the point where we apply the ellipse instead of the high for the day. See below:

We may want to force the Calendar spaces in the Monthly and Big Monthly block to be large enough to show all the details when this option is enabled if possible.
