Observatory should clearly indicate when/why features are not available in AOT

For instance, the button to enable class allocation profiling should be disabled and give some explanation that it is disabled because the VM is in AOT mode. This likely affects a few other features, compare https://github.com/dart-lang/sdk/blob/master/runtime/vm/service/feature_availability.md
