What exactly does Inquiry Mode do?

Got a LaserBear Internal Blue Retro GameCube adapter.

I've since set the Global Config > Inquiry Mode to "Manual"

From what I'm reading, this is supposed to make it so that the BlueRetro only goes into pairing mode when it is manually set to pairing mode. However, it doesn't seem to do anything for me. When I turn on my GameCube, it's automatically in pairing mode. If I already have a controller paired, and I turn off the controller, it goes back into pairing mode.

It not a much used feature, so quite possible it's broken.
