Support for SOS 2.0 in deegree 3.x

SOS support was dropped with deegree 3.3 and can be used with the unsupported version of deegree 3.2.5. Currently it is not planned to integrated that feature in future versions of deegree.
We do recommend to use other OSGeo projects such as:

• 52°North's Sensor Web which is a OGC compliant implementation (see http://www.opengeospatial.org/resource/products/details/?pid=1127).
