Debug BatteryPool's warnings and periodically missing data during normal operations

During normal operations, the BatteryPool is producing a lot of warnings for channel overflows and dropped messages. And sometimes, it is incorrectly reporting that a component stopped sending data, and causes an outage, which lasts just for a very short interval, and recovers almost immediately.

These issues need to be urgently debugged and fixed, such that there are no spurious log messages and no unnecessary outages.
