Tag the version `f80e1867c884`

Problem description

Currently for our internal and latest deployments without NWO we use tokengen at the version f80e1867c884.
It would be useful to tag this version since the previous one that was used (0.4.0) does not generate compatible public parameters (Identifier became identifier and Raw became raw).
