[Feature] Multi-admin support

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Chances are that most users of Immich are the sole admin and or user of their server, however, I have come across several situations where having multiple admins would be beneficial.

For example, both parents want to be able to manage a server that their kids upload to (currently not possible without sharing accounts, which is a security and privacy concern)
Another example is a friend setting up a server for a friend, but not making the owner of the server an admin.

There are tons of reasons why multiple admins is a good idea, and in general, this isn't possible in the current versions of Immich.

So, for this feature, adding support for multiple admins, possibly with differing levels of "admins" or permissions so the superadmin can do everything, but the sub-admins can add every permission up to and including the superadmin permissions.

I realize this has been brought up before, but it hasn't in this capacity. It would be really useful for all of my use cases for Immich.

While I understand it is possible, messing with the database should be avoided at all costs.
