Stack in UPDATE_ROLLBACK_COMPLETE is still reported as healthy/successful in Argo CD

If a cloud resource fails to update and the stack is in UPDATE_ROLLBACK_COMPLETE state, Argp CD still shows the resource as healthy. Need to propagate the stack update error back to the cloud resource CR so it is displayed by Argo CD.
