Is it possible to exclude the taskbar from the ascpect ratio calculation?

I was trying to show two 16/9 video streams stacked vertically and changed the aspect ratio to 16/18 but that does not work properly because the titlebar included in the calculation led to an overflow of 21px.
Hiding the titlebar makes the window non movable on Windows.
