get_sd_version in C-API

The different kinds of models use/work with different paramters. #753 works around one part of this for the sampling method, but there are other parameters as well that could benefit from more model-specific default values.
Using the library this is currently hard as the SDVersion can't be accessed.

It would help a lot if at least `get_sd_version` would be part of the API.
