Add Confirmation Webview

We want to add webview support to our extensions to allow a Confirmation view to display chosen picks in prompt steps. This will likely only be added to commands with lots of steps such as Creating or Deploying a resource.

Here is a rough example of how the view could look:

This view can also be used to display copilot suggested answers to our prompts.
