Create external config file for chyrons

Chyron configurations are increasingly complex, between the two chambers, their committees, their subcommittees, and changes between years.

Create a data file to store the locations, background colors, dimensions, etc. of each type of chyron. Include date ranges — which don't necessary conform to session durations — to allow retroactive processing of chyrons.
