What would you like to be added:
Add support to the provider to allow configuring an oci machine to assign an IPv6 address at instance launch time. We would expect a similar option for AssignIPv6Address under the NetworkDetails type and for that to assign an IPv6 address to the launched instance.

Why is this needed:
We are looking to run a dual stack (ipv4 and ipv6) cluster and need ipv6 addresses assigned to the instances at launch.
