Need to investigate and provide updated focus appearance guidance and designs for HC theme that meets WCAG AAA guidance: https://www.w3.org/WAI/WCAG22/Understanding/focus-appearance.html

Start with updates to components where we have already customized the focus appearance/are not using browser native focus.

We will need a follow-up issue to implement final design decisions in the core & in the design kit.
