Allow dashboard chart y-axis scale to dynamically based on data

Description

Currently, the dashboard chart y-axis is always fixed at 0, making high value metrics nearly a straight line.

In the default time series view, the current time is also added to the chart regardless of the query, however the y-axis is still fixed at 0 even in the explore tab

Thanks for the feedback! FYI the new dashboards let you set a static y-axis minimum under the Settings tab.
