Add `pywebexercises` Q+A

To achieve this need to:

• Make pywebexercises importable (fix dependencies, add to PyPi)
• OR switch to just using R webexercises (which could do, given I am using R here!)
• Successfully import and use in book
• Create Q+A on relevant pages
