RabbitMQ sharding and multiple consumers

While consuming message from RabbitMQ sharded queues, the each consumer is assigned to a particular queue. But if the number of consumers is less that the number of shards, some queues will not be consumed. Is there any way to rebalance the shards to available consumers?
