Overlay is still enabled for the steps which does not have target (for 0.0.26 version)

I am encountering an issue with the overlay in the new updated version,
it is disabling overlayed elements for the steps which has target but it does not work properly with the elements which has body as a target or no target (introductory step), Even setting pointer events to none wont work for this, Help me through this.
