Here, we specify the hypotheses using the estimators $\hat{GE}$, but should be using the random variables $GE$ instead.

$$H_0: \GEh(\fh_1, L, \Dtest) = \GEh(\fh_2, L, \Dtest) \text{ vs. } H_1: \GEh(\fh_1, L, \Dtest) \neq \GEh(\fh_2, L, \Dtest)$$
