Fix memory leak

We currently have memory "leaks" that eventually lead to significant memory pressure in prod. Completing this issue will mean fixing the leak such that this memory pressure doesn't build.

Does this still occur? Any logs or steps for reproducing?

This does still happen. We aren't sure where the leak is though or how to repro.

@Soxasora did a lot of work trying to find it and tried to smoke it out but had no luck.

Big on this, code investigation wasn't working and at some point I even automated the typical SN usage and still couldn't find much in the heap snapshots, of both client and server.

Now, don't let my failure bring you down! I just put my tinfoil hat down and stopped research on this for priority reasons.
There might be other areas that I didn't explore and this leak may be triggered by something specific that I didn't consider.
