Description

It appears as if the ocean (surface) currents: So_u and So_v are not passed to the atmosphere.

In reality (i.e., nature), atmosphere is aware of surface currents and hence the stress at the lowest atmospheric level is relative to the currents; has been implemented in HAFS and CESM.

Note:

Currents are already being passed between ocean and waves, therefore the requested change is hopefully small.
