Create a stub document for an overview of SHACL.

This document will:

• list all the other SHACL documents
• be similar to the OWL Overview
• perhaps do some of the things SKOS Primer does
• be a WG NOTE

(since we may not need a SHACL-SHACL stand-alone document, the stub for that may be repurposed for this)
