Transfer Learning Image Classification

This is the initial release (v0.1) of the image classification project using transfer learning with the VGG16 model on the CIFAR-10 dataset. This release includes the core functionality of loading, preprocessing data, fine-tuning the pre-trained model, and evaluating model performance.
