Pull Request Overview
This PR updates the area-owners.md file to reflect ownership changes for libraries components within the dotnet/runtime repository. The changes reassign primary ownership of multiple System.* library areas from @ericstj to @jeffhandley, while also updating some areas previously owned by @HongGit to @HeathAr.
Key changes include:
- Transferring primary ownership of approximately 40 library areas from @ericstj to @jeffhandley
- Updating ownership of serialization-related areas from @HongGit to @HeathAr
