Ⅰ. Describe what this PR does

Remove some of the runtime status updates from func SetupMaster's implementation. The updates is duplicated in func ctrl.Helper.SetupWorkers. Duplication can cause incorrect lifecycle under some corner case( as is reported in #5099 )
