Remove unused dependency escope from devDependencies

Description

We can remove the the unused escope devDependency from the package.json to reduce the amount of npm packages being downloaded.

What is the current behavior?
The escope devDependency is currently not in use and can be removed from package.json see #11007

What is the new behavior?
The escope devDependency should be removed from the package.sjon
