More or less does what the title says.
Given the amount of text currently on the import settings page I think it makes sense to put it on it's own page. For one it makes the existing page more clear. I was going crazy trying to figure out where the slices options are while reviewing another PR, only to figure out that it's only an option for animations in the advanced import settings. It's also worth noting that the advanced settings are underdocumented, there should be more text than there is now.
I'm planning on doing more work on this in the future to reformat how information is presented, as well as fill in some missing information, but I figured it made more sense to just do the split first.
The only text I've added on the new page is the introduction, as well as the text under the animation options section.
I've also renamed the "Storage" section for animations to "Save to File" since that's what the setting is named.
