Bump sccache to 0.10.0

What does this PR do?

This PR bumps the version for sscache to 0.10.0 for the TRT-LLM integration, due to the recent deprecation of the former caching as per https://github.blog/changelog/2025-03-20-notification-of-upcoming-breaking-changes-in-github-actions/#decommissioned-cache-service-brownouts which was made effective yesterday (April 15th, 2025).

This PR ensures that the installed sccache version is 0.10.0 or higher, and renames the environment variable ACTIONS_CACHE_URL to ACTIONS_RESULTS_URL as per mozilla/sccache#2351.
