Critical Changes in Version 1.2.3164

Hi All,
As the Verilog-to-Routing community is pushing forward on the VTR9 release, which carries multiple exciting new features, I am glad to share that OpenFPGA has integrated the latest version of VTR. Along with that we have a number of critical changes:

• The GCC-9 support on ubuntu 22.04 has been dropped. However, on Ubuntu 22.04, we support a wide range of GCC version, ranging from GCC-10 to GCC-12.
• Yosys-plugin from QuickLogic has been removed temporarily. Instead, we upgraded Yosys to the latest version. It will take some time to bring the yosys-plugin back, which will remain open-source and more powerful.
