peppol-commons 10.4.0

• All created NAPTR URLs are now created in lowercase only
• Improved the PeppolMLSBuilder so that it can also be filled from existing ApplicationResponse objects
• Made Peppol Participant Identifier Value checks more strict, so that they must start with 4 digits and a colon (as in 0000:id)
• Added support for MLS_TO and MLS_TYPE SBDH entries
