Add "Allow Downloads" and "Invite to Plex Home" settings in the server settings so that defaults can be set when creating invites.

I like the default Downloads, but I doubt having Plex home as a default option would be ideal, I feel like it would cause more confusion and result in people accidentally creating plex home users, what do you think? |

I can remove that option and just have the "Allow Downloads", that makes sense |

Add "Allow Downloads" setting in the server settings so that a default can be set when creating invites. I tried to match all the UI to look right and named it
allow_downloads_plexsince it is specific to the plex server type.
